Meeting called to order at 6:00 pm. Followed agenda set by Laurie Nuckols. Major Lowe spoke and addressed ongoing investigation for car break-ins. Major Lowe gave tips on how to be alert and stressed importance of creating neighborhood watch. After extension Q&A (see individual questions below), meeting adjourned at 7:20 pm. Questions and answers: -What is status of water lawsuit? Lawsuit is over – Supreme Court of Virginia declined to hear appeal based on the fact that lower court made appropriate ruling in favor of Virginia Western Land Development. -When will shopping center be ready? According to news reports (not Spring Creek’s area) – Lowe’s reported to be open in May 2008 and Walmart reported to open in February 2009. -When entering gate – gate stays open long enough for another car to follow you in. What to do? Officer Maiden suggested you pull into gate opening area and stay until gate is completely open and slowly move through. This would not allow another car to go through. -Can we get more lighting at entrance gate? The addition of carriage lights at gate entrance is being discussed presently. -Are we selling land to investors? Yes. Investors will be able to purchase lots when SC is HUD registered. The home builders have sold to some investors. Per the covenants, lot investors must commence construction within 12 months unless otherwise approved by the ARC. -What can be done to keep people from coming through temporary back entrance? The temporary gate is being moved to a place where entrance cannot be made around it. It is a narrow passage way with trees on both sides. A note was made that this is temporary access for earthmoving equipment, tractors, trucks, etc. to use so not to damage the existing roads. A permanent gate will be installed upon buildout of that area (maybe two years). -When are two guards starting 24/7? Roger Mathias of Security Associates is planning to have them scheduled by the following Monday (10/22). -How can the people of SC be informed of the happenings? Kelly Garrett (homeowner) suggested that everyone join the Yahoo group and make sure they are on list to receive the newsletter. Also to please let the SC Advisory Group (made up solely of SC homeowners) know of any problems so they can be funneled to correct area. -Trees are down by corner by gold course – need to be removed. Laurie N. of HOA will follow up to find out specific address so situation can be assessed. -How does Security know that the individual calling in a guest is the individual living at specific SC address – it could be someone else faking just to get a person in? Officer Maiden said they are becoming familiar with voices and can identify Caller ID on the phone. Of course, it could happen so solutions can be suggested and discussed. -How do we get rental homes to keep up their yards, not park RVs, extra cars, etc.? Laurie N. of HOA asked that she be notified with specific address, time, date. She will address the problem with the homeowner. She noted that fines can be put into place. -What is expectation of builders keeping empty lots up? The builders have same rules as residents. Let Laurie N. know with specifics and she can notify SC management so to deal with builders. -When will Bear Island Road extension to done? Anticipated to start by end of year but it will take a while. -How wide is bridge going to be? Two lanes according to VDOT regulations. -Is development on target for building? Yes. -Will there be walking trails? At present, trails are proposed for main corridor roads. -What are surveyors surveying for? Could be tennis courts, roads, anything related to the upcoming phases. -What about street lights? At present there is discussion for additional lights at entrance. -Can lighting issue be raised again (at 2006 meeting, homeowners asked that there not be any street lights)? Yes we can discuss again. -When will alley will be paved? Immediately – Pete Bradshaw will address on Wed 10/17. -What is priority of bike trails and walking trails – tot lot is great but need walking trails? Bear Island Parkway should go all the way around by the end of the build out of SC. -What about speeders on Bear Island Parkway? Possibility of installing more speed limit signs. Roving guard should help the problem also. Homeowners should let Laurie N. of HOA if additional signage is needed in certain areas. -Can sidewalks be put in on Bear Island Parkway? Walking trails are proposed for some parts of Bear Island Parkway. -Is there going to be RV parking? There is currently boat/RV storage, etc. at Zion Crossroads Self Storage (434) 589-1945. -What about school bus stop? SC is working on moving the pickup location to the exit side of traffic circle. -Will recycling happen? Not at this point. The County does not offer it. It would have to be privately contracted and there is not a contractor available to do it at SC. -Will blackboard fencing continue? Will not go to right of main gate but will go out to business park. -What can be done for individual home security with community so dark? Suggestion by a homeowner is to install motion lights on homes and dusk sensors on individual home carriage lights. Homeowners would like to see all existing carriage lights used. -When will tennis courts be ready? In spring of 2008. -What about maintenance free areas – who will absorb the cost of keeping clean? The builders will have to address. It will not roll into existing owners. -With new builders coming in, will they have a guideline to architecturally fit into community? Yes. There is an architectural review board that has to ok plans. -When will final paving be completed on Lakeview Court? This should be finished very soon. -Can edging in common areas to touched up?
